Is he asking too much?

he's asking licensed electrician instead of handyman I hired. Since they moved in, we have already replaced a refrigerator, a broken door which was brand new and they complained it's too fragile, the plumbing under the sink in a kitchen which was totally remodeled because of drain problem...
