Foundamentally, IRS will get tax from any transactions. If you deduct it, someone else is paying it. If you are sure the receipt can be used as deduction in the face of IRS Audit, do whatever you like.
If you are reporting for tax deduction purpose in your own house ... you are just doing the duty for making sure the other party pay tax ... so we don't have to pay as much! :)
