请问一下大家， “rezone adjoining land” 是什么意思？

 

有个房子，我准备下offer. 2019年建的，社区比较新。但是在disclosure上卖家写了这个：

I have received a notice from the city for an application to rezone adjoining land, but I am not aware of any future plans.

什么是rezone adjoining land? 用做出租房的话有什么潜在的风险呢？
