直接向邻居家排水合法吗？

一个房子在下坡地上，发现前，后，侧院都有水津津的。回来看卖家的disclosure， 说隔壁上坡的邻居做了french drain把水拍到他的院子理造成的积水。再去房子外面看一次，果然发现邻居家的水管子（见图）。请问各位这个邻居的做法合法吗？他必须要直接排入下水道吗？多谢。
