上下租客因矛盾干架，楼下的男朋友（不在合约上，租客是section8) 被逮了。

楼上的这几天收到法庭信息说楼下的男朋友即将放出，问俺有无办法不让此人再住进楼下？

俺觉得很难控制。 

如果睁只眼闭只眼的话，以后真出事情，房东会不会惹上negligence 的罪名在法律层面？
