Is there a reason to make every sentence complete ? Is it to make it more formal ?

The girl briskly walked by,
she didn't cross the road,
where I stood by.
I sighed as she was fading away afar.
wondering with whom she spent her laugh?
A brilliant house with windows shut, forever...
with a blooming garden and a twilight bridge,
that only spring knows.
Clouds are drifting in the dark sky, shadowing the wetland, where
I am writing this with a broken heart.
do I miss her?
Like misty grass growing in a vast plain .
Like willow catkins flying everywhere.
Like the rain in a plum season, that never ends.
