If you want to know if the listeners have got what you mean, you ask “Do you understand?” or “Have you understood?”.

The listeners say “I've understood” if they have perceived what you mean.

If you get a correct feedback, you say “You have understood”.

People usually say “I’ve understood”, rather than “I understand”.
