A:
The wording “failed states” and “areas of instability” reflect two different diplomatic doctrines.
When the West names a “failed state”, it means that nobody is capable of claiming sovereignty in that area so that the West can send troops and bombers to that area“without infringing anybody's sovereignty”.
When China names an “area of instability”, it recognizes the sovereignty of countries in that area and upholds UN principles of respecting every country's independence.
