China 2013 GDP per capita $9800, and physical GPD per capita $4846 (excluding service), but 其人均年产电量was 3515 kwh that is 741 kwh higher than the Argentina countpart in 2013. 

A simple comparison suggests that China 2013 GDP per capita must be doubled the figure posted in the CIA database, i.e. >$18600 US if the figure of annual electricity production per capita (3515 kwh) is correct. Also, general level of economic development of China should be higher than Argentina in terms of annual electricity production per capita.
