回复：到2012年，中国 财政供养人口已超过6000万！

Not sure what the exact ratio of civil servants in the population of the western countries is, but pretty sure that the figure is higher than 5% as a whole. Those consuming tax money include workers in education, health care, and other professions in addtion to the government.

If the public servants in China is 60 million as stated in this post, the percentage is less than 5%!
