请问在美国贷款读书的事情.

亲戚家2个儿子都是美国出生的，老大是学传媒的，从中国的大学毕业了读了研来美国找了一份很低薪水的工作，同时他想读CS，他想申请贷款，他现在有份很低薪水的工作，但是至少可以维持目前的吃住，这样的收入能在美国贷款读书吗？他是一毕业就需要还贷款吗？如果他毕业后再读博士呢？也需要马上还款吗？贷款利息很高吗？他父母都是国家公务员，钱不多每月6/7千人民币吧！
