Mileage rollover

Only after 15 months could my friend find the second-hand year 1999 car purchased from an American (first owner) has a rollover from the Carfax report. My friend has never done any test drive or carfax check before today because this car was introduced by a colleague, who knows the first owner.

It clearly shows in the Carfax report that the mileage of this car was reduced from 110000 miles to 45000 miles on the same day of title transfer to my friend. (Even couple days before the title transfer, the owner clearly said his car's mileage was 45000 miles. Therefore, the first owner clearly planned to cheat from the very beginning). But there is nothing regarding the mileage change addressed in the new title to my friend. Instead, the mileage showed in the new title is 45000 miles
