Exactly samething happened to me last month, 14 minutes $61. But, they waivered that accident.

Trick - read the statement carefully that you will find: the call to China was marked as "T", T is a three way calling... That meant your call to China is a three way call between you, your calling card, and China. That is AT&T (Cingular)'s fault.
