请教: 新condo要交三个月的"non-refundable reserve contribution fee"?

         我买了一个新condo, 还没有closing.  今天收到卖家寄来的一个buyer acknowledgement form, 要我签字. 其中一条写着 "A 3 month non-refundable reserve contribution of  $1200 equal to your monthly assessmet is required from the buye at closing" . 请问这种要求是合法的吗? 从来没有听说过哪个building要交这种 non-refundable fee.
