question on C/O

I am interested in a house in Queens, NY. But the owner said he doesn't have the C/O because the house was biult before 1930. I just learned that it probably will not affect getting the loan, but I may have a problem in closing. Anyone has any knowledge on this issue? Is it totally impossible to close? Thanks a lot!!!
