Federal的Tax Withholding 超了，California的不够

我总是Extend到9、10月才file tax return。在W-4上面，我都把数字写小，以免Withholding不够。

结果有两三年，federal有refund, California还要补，而且因此还要交罚款。怎么回事？

如果W-4算得不准，责任不在它们得公式吗?
