8 老师好， 女儿美国大学本科，现在仍然是F2 身份， 但是必须转成 她自己的 F 1 身份。在美国境内等移民局转换批准， 遥遥无期。两年前就开始申请移民局审批转换身份，可是疫情原因，受理速度特别慢，结果等到我们的时候，女儿I-20 表格过期了，给拒了回来。重新一份 I-20了，我们想拿着去第三国旅游外加领事馆申请来美的学生签证。 想问问 8 老师，这样可以吗？

-Yes, but the risk is that if the visa application is denied in the third country, she cannot return to US directly and has to go to China to apply for the F1 visa to come back. She had better go to Mexico or Canada to apply for the visa because the US Consulates in these two countries are more familiar with the third-country visa applications.

很多年前恍惚记得说 初次转换身份需要回自己国家的美国领事馆面谈。 可是国内管控太严，我们不想回去耽误时间，所以想去墨西哥，或者东南亚，等等的国家，旅行一下，然后在当地美国使馆申请学生签证。
