Because your child filed I-539 for change of F-2 to F-1 before he/she turned 21, he/she has no problem on the legal status (the I-94 gap during the case pending does not matter). Your child can stay in US to wait for the F-1 approval. If the time is urgent for the school registration, he/she may just go to China to get the F-1 visa to come back (talk to the school before leaving). Not need to file another I-539 for B2 (B2 is nit a good choice , anyway).
