What item did you select in I-90.Part 2, Reason for Application Section A, 2.a. or 2.b.? If you selected "2.b. My previous card was issued but never received", you don't need to pay any fee ( Neither I-90 filing fee nor biometrics fee) and it may not need to do the biometrics collection. But if you choose "2.a. my previous card has been lost ...", then you need to pay all the fee and also need to do the biometrics collection.
