well, as we said before, memo is not law, it is up to USCIS, and they may remove the memo anytime if they find any issue, such as concern from conservative group (whom think immigrant is "national threat"), legal issue (problem to take back green card if later NC found the approval is improper)

so the next question is, how long has your case pending, if long enough (>1.5~2 yrs), immigrant-friendly federal court, then think of WOM, 这里
