the ultimate goal is to work with DOS and hope we can share and get a piece of the additional visa number.

The first thing need to do is to express our concern and ask DOS to give a good explaination why they do that.

The problem I see about this letter is that, as an individual without sufficient knowledge in the area, just jump up and claim that this is wrong, that is wrong, here is a law, there is a law. Remember, eventually, you got to work with them to get a solution since that is their area and their expertise.

Again, this is just my feeling, maybe I am wrong.
