持第三国护照J1WAIVER

我在86年持J1进入美国公派自,88年后去欧洲工作学习了十多年,01持H1B进入美国.现在绿卡已到I485阶段.USCIS现在忽然要我J1WAIVER,因为J1上有两年回国服务要求.可是中国使馆不肯为持第三国护照的出具NO OBJECTION LETTER.
有没有同类情况呵,请帮帮忙!!!
