小白兔、皮匠等大虾：有谁遇到过这样的情况吗？

I-485 USPS 寄给了NSC的PO box 地址，上网去tracking发现未投递成功，"a notice was left. A second delivery attempt will be made. If unsuccessful, we will hold it for five business days and then it will be returned to the sender."
问：是不是因为没有Waive signature的原因？会不会放5天再被退回来？
