H-1B to L-1B? Thank U!

Hello. I am currently at h-1b status. I am working for an international company headquartering in the US with a Rep. Office in Shanghai, China. Is there anyway for me to adjust status from H to L?

I know there is a requirement for L-1 visa applicant, i.e. the applicant must already work for the same company's oversea office for at least one year. But I never work in our Shanghai office before. Does this mean I am not eligible for such status changing?
