Thanks for your reply.

But lawyer said "once perm approved , I will lost old RIR priority date , and have to use new perm 's".

Note the perm is in the way of "re-file" , not "conversion for m RIR"

the perm has just filed
I am still not clear about whether I need withdraw the perm.
