In fact, if you use IRS resident forms and your dependents have ITIN/SSN and live > 183 days, you can claim them. The HR of your company only estimates the withholding, it is you by next April 15, need to calculate the true amount of your tax amount. The withhold must not be less than your true taxes minus $1000 or you will get fines.
