I understand the new Yates memo. My question was focusd on new labor application through new employer, after my earlier 140 was approved.
The proof for H1B 7th year extension is that your labor was pending for 365 days. When I change employer, it's possible that my new labor applicationi is less than a year from my 6 year limit.
Can I apply H1B extension based on my first PD, not on the basis of labor certification pending for more than 365 days?
