那个cut-off date 是以邮戳为准还是以receive date为准？还有为什么会影响eb1? 我周
围file eb1的都在1年左右拿到，从没有backlog阿. 怎么会一下子就回到2000年了呢？难
道以后不分category了？eb1 不用申请劳工卡，哪来的PD啊？ 按照新规定，怎么知道什么时候可以file 485呢？
