Probably seeking a 2nd opinion is the saftest.

I think the 2nd dentist will charge you the exam fee.  And it probably won't be covered by the insurance company anymore (assuming your insurance covers one exam every year). 

But if you are not so sure, talk to another dentist.  Dental work that is not necessary costs money, but more important, pain and suffering.
