Approval notice and I-94 are on a single page. Approval notice has no significance to you at all, but I-94 does. Your employer has no right to withhold I-94.

I-94 is for your personal record and I believe you cannot travel abroad without I-94.

If you do not travel abroad, I would suggest you not to force your employer to give it to you. It is not worthwhile to ruin your employment relationship if you DO rely on them to file petition for your PR.

By no means, I suggest not to fight for your rights.
