Jamie answered the question and reassured that he would have been very happy to provide the liquidity in return of $$$, however, his hands were tied by the regulation. He also said that other big banks have lots of excess reserves but couldn't move the needle either, suggesting there is no shortage of liquidity, the problem is more structural than anything else.
