4 年前申请过父母移民，在广州面试后未能拿到签证，因为没过“十年限期”（他们有逾期居留的记录）。现在已经离他们最后一次出境经超过10年了。

1）能再申请吗？-Yes.

2）能不能省略前两步， 直接去大使馆面试？-You need to contact USCIS and NVC, respectively, to see whether the original I-130 has been revoked. If it was revoked, then you need to file a new I-130 and do the process all over again.
