OK if I-140 based on your approved LC/PERM.
cheap if I140 LC substitution.

The really expensive part is LC/PERM, a good lawyer should have the ability to help you pass certification AND IF GOT AUDIT, still get you pass. For many applications I know of /try to salvage, the petitioners do lousy documentation and cannot pass audit. Although should they have been lucky and had they not had got audit, they might have quickly and easily got certified, thus successfully utilized the loophole of PERM.
