Does salary affect EB2 or EB3?

I have a master and perm is certified. But my lawyer said my salary is low, so it's possible CIS will put it in EB3. Is this true? I thought it's EB2 once you have master and job description requires master, no matter what's the salary (since perm has been certified, the salary must be fine?)????
