这一标准在很多人的感觉中失之于宽

一般情况下,一个青年人即使一周工作一天或两天,其收入也不足以支撑各类生活开支,更不用说养一家老小。

不过,这一标准确实与国际标准是接轨的

“发达国家俱乐部”经合组织(OECD)对就业人员(the employed)是这样定义的:

The employed are defined as those who work for pay or profit for at least one hour a week, or who have a job but are temporarily not at work due to illness, leave or industrial action。

OECD这个定义和付司长说的含义差不多。

英国统计局官网上有一条对就业人员定义是否有变的回复:

The number of people in employment in the UK is measured by the Labour Force Survey (LFS).The LFS defines an employed person as anyone aged 16, or over, who has completed at least one hour of work in the reference week, or are temporarily away from his or her job, such as being on holiday. This definition of an employed person is in line with the International labour organization (ILO) definition of employment. In short, we can confirm that the definition of ‘employed’ has not changed recently and it still includes those employed for just one hour per week.

其中的要点是:16岁及以上,在调查参考周内完成了至少一小时工作;当然,因休假等原因而短暂不在职也肯定算就业人员。

以下是欧盟的标准:就业人员指15-89岁,在参考调查周内为获得工资或利润工作至少一小时,包括有贡献的家庭佣工;暂时处于休假、培训等的雇工;生产农产品主要用来出售或易货的人员
