Is your laptop still in warranty?if yes,call 1-800-457-7777,you can get free repair,send to toshiba depot or go to toshiba ASP pcrepair.toshiba.com to find one close to your location,

Quick test here is,unplug the AC and take out the battery then hold down the power button for 30 seconds.
