Skype webcam

I installed Skype. When I talk to my friend in USA, both of us can see from webcam,but if I talk to China, I can see them, they cant' see me. This is why? from my computer I can see myself (small picture).  Very stranger. Anyone can help, Pls.! Do U think they (oversea) have something like firewall to block the picture?
