The free calls to USA and Canada are only supported by Google if the calls originate from US(maybe Canada as well). This doesn't include calls made from other part of world.

Not sure how exact Google enforces this. One way to do is to check ATA's IP address. Google can deny the service if the IP is not in certain range. 

This is based on my understanding of GV, not first hand experience though.
