I had the same issue before w/ calblevision

The problem is that it is 'Rush Hour' for internet from 6PM to midnight because everybody get home and use vedio stream for Movie. So it is bandwidth problem. I called cablevision and replaced a 'Monster' modem which can handle the issue and I'm ok now. My speed increases from 1M to 12M.
