System Recover will recovery your system to the date you choose. If you did not have these old user account for the date you choose to recover your system. You will not have those account after the system recovery.
The good news is that System recovery does not delete any of your files ( the files created even after the system recovery date). You can locate these files most likely on Documents and settings.
