中国加大控制美元外汇？存的美元取不出来了？

我每年两次定期给老妈的中国银行帐户转一些美元。前两天，老妈想把那个帐户上的美元取一些出来，但到了银行，柜台告知要取美元出来不行，银行没有。只能直接转成人民币，才能取出。非要取美元的话，现在不行。也没说什么时候可以。
