side mirror replacement

Scratched my 2008 Acura TL side mirror and called a few dealers.  They all quoted me somewhere between $550-600, parts, labor and taxes all inclusive.  But one Acura dealer quoted me $400 all together - the reason is that they will have the repair Department do the job instead of regular mechanic service department which charges a much higher labor rate.  Has anyone heard about this kind of senario before?  It sounds fishy but it is one of the largest dealerships in my area.  Appreciate your comments.
