是不是骗局？

从一个美国人手里买个旧车，他下个星期给车，我给钱。但是没有车牌，他的车牌押给银行，他说拿我的钱给银行（他没钱），银行直接寄车牌给我。我琢磨了好半天，没看出道道。就是说我下个星期拿一辆没有车牌的车， 高手们，给各意见阿。 谢谢 。
