That's too much just for pad change, unless your brake disk needs re-surface (to flatten the grooves or uneveness). Break disc can be damaged (grooves or roughen surface) by worned out break pads (people usually called it "metal-to-metal") which is accompanied by noise and shaking when trying to break.
