什么是换车计划？请叫老师！

我的车是96年的马自达小车 现在跑了五万多迈。我是否可以享受这个计划。你们不许笑我，我就是能开车上路。但对于车的一切都不懂，车出毛病我就送车行。他们老坑我。好心人教教我吧。现在我想换车是机会吗？谢谢了！
