我在加州

今天拿到一张罚单，我是后面的乘客，但是没有系安全带而拿到罚单

罚单上面的code and violation 写 27315(e)vc

V.C. Section 27315 - Mandatory Seat Belt Law

(e) A person 16 years of age or over ( )2 shall not be a passenger in a motor vehicle on a highway unless that person is properly restrained by a safety belt. This subdivision does not apply to a passenger in a sleeper berth, as defined in subdivision ( )5 (x) of Section 1201 of Title 13 of the California Code of Regulations.

这一条上面写着是highway, 但是我们当时是在一条 speed limit 35mph 的街道行驶。

可以上庭吗？有希望可以打赢吗？

我不是怕罚钱，但是保险公司会记point.
