97 VW passat driver window卡住了，上不来了。

今天下雪，还以为是冻上了，后来雪全化了也还是上不来。一按钮里面嘎啦嘎啦地响。moter应该没问题，会不会是里面有东西进去卡住了？要修的话不知道要多少钱。我们这儿charge $90/hr.我还想问大家车行怎么控制修理时间，这种按时间算钱的要是他们托托拉拉或成心时间上做手脚怎么办啊？
