sth confuse 再问

the above link says the tool max torch is 180 ft.lb, yet other site says 425 ft.lb, not sure which one correct?
2.my car spec says tire tighten force is 76 ft.lbs, it seems most wrench would be cable for it, so what's the reason use wrench only for loose nuts? I see shops also use it to tighten nuts.
