100K HELOC interest at 5%  = 5K first year 

250K mortgage interest at 4% = 10K first year. 

$700  tax/condo fee x 12 = 8400.

Total expense = 23K. 

Rent = 2000 x 12 = 24K. 

Just about to make even, very risky.
