private landlord with less than 4units doesn't need to honor ESA

1. ESA law doesn't apply for private landlord with less than 4 units. 

2. You must verify the support letter since this kind of support letter could be purchased from internet. I denied one of my tenant's ESA request since his support letter is not verifiable.
